So it is a lower impact than the car, but globally it stays more important than public transportation.

On the other hand, self-service electric scooters have replaced trips previously made using another mode of transport: this is called "modal shift". As a new service, they have also generated trips that would not otherwise have been made, known as "induced mobility". They also make it possible to reach a destination more directly than by public transit, since the journey is less constrained by a specific service route.
So the idea is to use the electric scooters instead of the car, but not instead of walking or biking I guess.
